Mr. Foo Chee Weng Desmond is the CEO and Founder of Enigmatig and leads the Company’s strategic transformation and global expansion. A visionary entrepreneur with exceptional business acumen, Desmond has earned a reputation for his ability to balance risk and reward and consistently identify new opportunities. His expertise in navigating uncertainty has been instrumental in unlocking value and propelling business growth, positioning Enigmatig as a leader in the global business consultancy industry. Desmond is also a successful serial entrepreneur with a proven track record in founding, building, and exiting multiple businesses. Notably, he co-founded Blackwell Global Investments (Cyprus) Limited, where he served as managing director and established Blackwell’s strong foothold in the finance and forex trading sectors. Within three years, Desmond grew Blackwell to 400 employees across 40+ markets. With nearly two decades of experience in finance, forex, and investment trading, Desmond deftly adapts to evolving markets, leveraging his vast knowledge to drive operational success and address complex business challenges with innovative, results-oriented solutions. He holds an Executive MBA from the University of Chicago Booth School of Business and a Bachelor’s degree in Business Management from Singapore Management University.
Mr. Teo Mingwen is the Chief Financial Officer of Enigmatig, responsible for the Company’s operational excellence, risk management, and long-term financial planning. With over 15 years of experience in corporate finance, investment strategy, and financial leadership, Mingwen plays an instrumental role in executing Enigmatig’s financial strategy and developing the Company’s financial framework. His leadership enables Enigmatig to negotiate the complexities of an increasingly dynamic global market and sustain its growth trajectory. Mingwen also serves as the Head of Greater China, where he spearheads the Company’s operations across the region and drives the Company’s regional growth. Mingwen holds a Bachelor’s degree in Accounting from Singapore Management University and a CPA (Australia) accreditation.
Mr. Ngor Bok Koon serves as our independent director. He has close to 20 years of experience in regulatory compliance and the financial services sector. Mr. Ngor has been the group head of compliance at JMC Capital Asset Management Singapore Pte. Ltd. and JMC Capital Markets Singapore Pte. Ltd. since March 2023. He was a director and head of APAC Financial Crime Compliance KYC advisory at Credit Suisse AG, Singapore Branch from December 2018 to January 2023 and a director and head of APAC Client Identification from October 2013 to December 2018. Mr. Ngor has extensive experience in establishing new offices and securing regulatory licenses in key financial hubs, having served as the general manager and head of the Singapore office at ADS Securities Singapore Pte Ltd from June 2011 to October 2013 and as the senior manager and head of operations and compliance at Saxo Capital Markets HK Limited from March 2010 to May 2011. Mr. Ngor obtained his diploma in anti-money laundering and his diploma in compliance issued by the University of Manchester Business School & International Compliance Association (ICA) in 2009 and 2010, respectively. He obtained a bachelor’s degree in business from Nanyang Technological University in 2005.
Dr. Tan Wee Liang serves as our independent director. Dr. Tan has served as an adjunct professor at the Lee Kong Chian School of Business of Singapore Management University since July 2023. He served as an associate professor of strategic management at Singapore Management University from April 1999 to June 2023 and as an associate professor of entrepreneurship and law at the Nanyang Technological University from 1987 to April 1999. Dr. Tan also held administrative positions at Singapore Management University, serving as the director of the Lien Centre for Social Innovation from February 2006 to April 2007 and as the center director of the UOB-SMU Asian Enterprise Institute from September 2005 to July 2006. Dr. Tan obtained a master’s degree in theological studies from Trinity Theological College in 2023, a PhD degree from Eindhoven University of Technology in 2010, a M.Sc. (Management) from Massachusetts Institute of Technology in 1992, a master’s degree in law from the University of Cambridge in 1984 and a bachelor’s degree in law from the National University of Singapore in 1983. He was awarded The Public Service Medal (Pingat Bakti Masyarakat) by the Singapore Government in 2009 in recognition of his commendable public service.
Ms. Tian Pey Nee serves as our independent director. Ms. Tian has served as the country manager at Dale Ventures Pte Ltd, Singapore since June 2022. She served as the deputy head of finance at CIBA Vision Asian Manufacturing & Logistics, Singapore from June 2015 to June 2022. Ms. Tian also served as the regional compliance lead (manager) at CIBA Vision Asian Manufacturing & Logistics, Singapore from August 2013 to May 2015. Ms. Tian obtained her bachelor’s degree in accounting and finance from Macquarie University in 2004. She is a member of CPA Australia and an Alcon Operational Excellence Green Belt Certified professional.
